Did negligent security contribute to this shooting at a St. Louis apartment complex and are justice and compensation available to the victims?

ST. LOUIS, MISSOURI NEWS

Gunfire erupted at a St. Louis apartment complex Thursday afternoon, February 21, 2019, injuring a pregnant woman and two teens.  According to STLtoday.com, “gunfight broke out about 12:45 p.m. in the 5800 block of Selber Court on the western edge of the city.”  The news story reports “The 16-year-old was grazed in the leg, while the 13-year-old was grazed in the head. The [pregnant] woman, 31, was shot in the arm.”  Allegedly this shooting is not a first for this apartment complex.  According to Fox2now.com, “[the] woman grazed by afternoon gunfire…says it’s the second time she’s been grazed by a bullet at the Hillvale Apartments.”  According to the report, the woman, who wanted her identity to remain private, said “This is dangerous…It’s always happening.”

A suspect has yet to be identified.

Security measures are under scrutiny following a shooting at a Kansas City, Missouri apartment complex Thursday evening, February 21, 2019.

According to Fox4KC.com, [t]he shooting happened around 6:15 p.m. at Harvard Court Apartments near Sterling Avenue and 40 Highway.”  The news outlet reports “[p]olice arrived on scene and found two men with gunshot wounds.  They were both taken to the hospital in critical condition.”  According to KSHB.com, “[o]ne was pronounced dead and the other is listed in critical condition.”

Media reports indicate no suspects have been identified.

Gunfire erupted at a Houston apartment complex Wednesday evening, February 20, 2019. According to ABC13.com, “[a]n 18-year-old is dead and another 18-year-old was shot in the stomach after bullets started flying…at an apartment complex in the 12600 block of Dunlap.”  The news outlet reports “two people were fighting at the bottom of a stairwell, when it escalated into the shooting.”  According to the new report, “[t]he two victims were bystanders. They were not involved in the fight.”
